The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Linda Brown, Lisa Lorenz and Mark Helwick. Also present were Cindy Loose and Mike Tommervik representing Discover Carbon County Wyoming, Lee Ann Stephenson, Liz Swynarczuk and Riverside Clerk/Treasurer Jana C. Cook
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
MINUTES: August 8,2024 Regular Meeting: Lorenz moved with Helwick seconding to approve the minutes of the August 8,2024 regular meeting. The motion passed.
FINANCIAL STATEMENT/BILLS: The council reviewed the August 2024 financial statement. Mayor Stephenson asked that a bill from Brad Heibig in the amount of $775.00 be added to the unpaid bills report. There was no objection from the council. Brown moved with Lorenz seconding to approve the financial statement and pay bills in the amount of $17,189.18. This amount includes the $775.00 to Brad Heibig.
INTRODUCTION OF GUESTS:
Cindy Loose: Discover Carbon County Wyoming: Ms. Loose told the council she is working with the 11 communities in Carbon County to collect data for the tourism master plan from surveys through the end of October. She will come back to the council in November or December with the survey results. She said this is an opportunity for residents of the communities to come together to talk about what should be preserved in each small town. The main focus of her project is to promote tourism in each town.
Liz Swynarczuk: Ms. Swynarczuk expressed concern about the street grading project. The road is "lovely in the middle". She said the edges of 1st Street are higher than the rest of the street-they should taper down. Lorenz reminded her the grading and maintenance is not complete. The driver is trying to spread all of the base and then will pack it down. Ms. Swynarczuk gave the council a bulletin on grading and maintaining roads. She thanked the council for the time.
REPORTS:
CCCOG: Helwick reported on the September 18,2024 meeting in Hanna. There were 16 people at the meeting with discussions on a Carbon County Suicide Prevention Network and the proposed Memorial Hospital of Carbon County hospital district.
SOUTH CENTRAL WY EMSJPB: Minutes of the last meeting were email to council members.
PARKS: New Restroom Damage: No report.
SEWER: Mayor Stephenson reported work being done on the berm at the lagoons. There is also a problem with the backup generator.
STREETS: Lorenz reported on the street grading project. She said she and John Anderson contacted 3 different road grade companies, choosing Platooga Aggregates in Saratoga.
Ordered were 20 belly dumps @750.00 per belly for a total of $15,000.00. The council complimented her on a good job. Discussion continued on the plugged culvert on Smelter Ave., and about undeveloped streets. Mayor Stephenson said if the culvert is opened, it won't be long until it is plugged again. It was decided to keep an eye on it. Lorenz said after attend the fire prevention meeting last week, she would like the council to consider mowing the street rights of way.
SIERRA MADRE JOINT POWERS BOARD: Lee Ann Stephenson said the board is still looking at raising the base rate after the first of the year.
SHERIFF MONTHLY REPORT: Patrol Report August 2024: There were 21 hours and 53 minutes of patrol time in August. Notable calls were 12 traffic stops and 1 missing person.
MOSQUITO: No report. Fogging ended the first part of August.
90 DAYS DELINQUENT: There were no delinquent accounts.
ZONING/BUILDING: No report.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: Mayor Stephenson will be unavailable on October 10, 2024, the regular meeting night. It was decided to change the date of the October 2024 meeting to October 17, 2024. The meeting will begin at 6:00 pm.
CORRESPONDENCE: Mayor Stephenson reported he received a letter from FEMA reminding the town all work with the flood damage prevention ordinance must be completed by December 20,2024.
UNFINISHED BUSINESS: There was no unfinished business.
NEW BUSINESS:
Ordinance # 231 Flood Damage Prevention-First Reading: Lorenz moved with Helwick seconding to approve Ordinance # 231 on First Reading. There was no discussion. The motion passed.
Business Signs -Edge of Town: The council thought signs informing visitors of what is available in Riverside were a good idea. There was a question about what will be required to put signs on highway property on both ends of town. Brown said she would check and see what is required.
Discuss Burning in Riverside: Residents had expressed concern about a Riverside resident burning grass and leaves on his property. The clerk found Ordinance 106-dealing with garbage burning. Council members were given copies of the ordinance and it was decided to table discussion until the October meeting.
With no other business being brought before the council, the meeting was adjourned at 7:10 pm.
