The Riverside Town Council met in regular session at 5:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Councilmembers present were Linda Brown, Ed Golden and Mark Helwick. Also in attendance were Shawn Brown, Lee Ann Stephenson, Helen Weiland and Riverside Clerk/Treasurer Jana C. Cook.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
MINUTES: October 9, 2025 Regular Meeting: There were no corrections or additions to the presented minutes. Brown moved with Helwick seconding to approve the minutes of the October 9,2025 regular meeting. The motion passed.
FINANCIAL STATEMENT/BILLS: Golden moved with Helwick seconding to approve the October 2025 financial statement and pay bills in the amount of $12,693.65. The motion passed.
INTRODUCTION OF GUESTS: Mayor Stephenson introduced Helen Weiland, Lee Ann Stephenson and Shawn Brown.
REPORTS:
CCCOG: No report.
SOUTH CENTRAL WY EMSJPB: No official report.
PARKS: Discover Carbon County Event Calendar - dates due by November 25, 2025: The clerk told the council the date for the 2026 Riverside Party Day needs to be set. It was decided to have the party on August 15, 2026. The clerk will contact Discover Carbon County so the date is on the 2026 calendar. Mayor Stephenson told the council the road groom is back in the park barn. Weiland said the park restrooms have been winterized.
SEWER: No report.
STREETS: No report.
SIERRA MADRE JOINT POWERS BOARD: Lee Ann Stephenson told the council there will be a random audit of workmen's compensation on December 4th.
SHERIFF MONTHLY REPORT: Patrol Report October 2025: Carbon County Sheriff's Department reported 12 hours, 34 minutes of patrol time. This resulted in 3 traffic stops, 1 suspicious person, 2 VIN inspections and 1 motorist assist.
MOSQUITO: No report.
90 DAYS DELINQUENT: No report.
ZONING/BUILDING: Mark Helwick; Enforcement of Building Ordinances: Golden said Helwick's building has already been completed. He asked if there was a way the town could get an enforcement officer. He expressed concern about not enforcing ordinances and how there needs to be tighter enforcement on the location of proposed buildings.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: The clerk reminded the council she worked two federal holidays and would like to take November 26,2025 off. There was no discussion.
CORRESPONDENCE:
BMO Saratoga Branch Sale: The council lead a letter from the president of BMO informing customers the Saratoga BMO branch has been sold to First Citizens Bank. Mayor Stephenson asked the clerk if she would like to move the accounts. She indicated "yes." There was discussion where to move the accounts. Golden moved with Brown seconding to move the general fund and sewer reserve account to Rawlins National Bank. The motion passed.
Saratoga /Platte Valley Chamber of Commerce: Council read a letter from Amanda Knotwell, CEO of the Saratoga /Platte Valley Chamber of Commerce informing of a 20% increase in membership dues beginning January 1, 2026. Previously the town paid $125.00 per year for an associate membership. Any action on the matter was tabled until the December 2025 meeting.
UNFINISHED BUSINESS:
Encampment Patrol Car: No action taken.
NEW BUSINESS:
Short term rentals: There was discussion about a moratorium dealing with short term rentals that was approved by the Encampment town council. Mayor Stephenson said there is no problem in Riverside at this point, but this is a good time to start the discussion about what a short-term ordinance would look like. He said he would "put something together" for the council to look at.
Highway 70 trees: Golden said he spoke to Zane Jacobsen at Doggett Greenhouse and Jacobsen suggested mowing and mulching around the trees to make them look nicer.
With no other business being brought before the council, the meeting was adjourned at 6:10 pm.
