December 11, 2025 Regular Meeting

The Riverside Town Council met in regular session at 5:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Ed Golden, Linda Brown and Lisa Lorenz. Also in attendance were Helen Weiland, Lee Ann Stephenson, Shawn Brown, Josh Woods representing the Saratoga Sun, Mike Armstrong representing the Carbon County Comet and Riverside Clerk/Treasurer Jana C. Cook.

Pledge of Allegiance: The Pledge of Allegiance was recited by those in attendance.

MINUTES: November 13, 2025 Regular Meeting: Lorenz moved with Brown seconding to approve the minutes of the November 13, 2025 meeting as presented. The motion passed.

FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement for November 2025-there were no questions or comments. Brown moved with Lorenz seconding to accept the financial statement and pay bills in the amount of $28,661.24. The motion passed.

INTRODUCTION OF GUESTS: Mayor Stephenson introduced Helen Weiland, Shawn Brown, Josh Woods, Mike Armstrong and Lee Ann Stephenson.

REPORTS:

CCCOG: No report.

SOUTH CENTRAL WY EMSJPB: No report.

PARKS: Riverside Party Day Music: There was discussion about the upcoming party. Brown said she would try to contact Poudre Valley Playboys about their cost and if they are available on August 15, 2026. Brown also said the town purchased some tools at auction so Robert Dailey will not be using his when working. Daily did suggest the town consider having a large grill built for use during the summer. It was decided not to consider this. Brown said Dailey would like to start burning stumps after the first of the year. The council would like to grind up the stumps rather than burn them.

SEWER: Mayor Stephenson told the council the rebuilt pump somehow lost its prime and the lift station alarm went off in the middle of the night. It was reprimed and is working fine now. He is waiting for the second pump to be returned. Discharging is underway with samples going to Laramie on Thursday.

STREETS: Lorenz told the council John Anderson has graded every street in Riverside. He is ready to retire.

SIERRA MADRE JOINT POWERS BOARD: Lee Ann Stephenson told the council Water Operator Jeff Harrington has given his notice. He will keep working until a replacement is found.

SHERIFF MONTHLY REPORT: Patrol Report for November 2025: It was reported 14 hours and 2 minutes of patrol hours-6 hours on day shift and 8 hours, 2 minutes on night shift. This resulted in 2 traffic stops, 1 attempt to locate a sex offender-failure to register and 1 VIN inspection.

MOSQUITO: No report.

90 DAYS DELINQUENT: There are no delinquent accounts.

ZONING/BUILDING: Building Permit Application: Changes were made to the building permit application. It was decided the date needed to be included on the first page; in the dimension section a line for the height of the proposed structure to be added; and a line for street and alley setback added to the zoning officer comment section. Brown moved with Golden seconding to approve the additions. The motion passed.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA:

Platte Valley Arts Council: Brown moved with Lorenz seconding to continue Patron support for $200.00. The motion passed.

Bank of Commerce: No action was taken on Bank of Commerce's request to be a 2026 depository for the Town of Riverside.

CORRESPONDENCE: The two correspondence items were discussed under Additions to the Agenda.

UNFINISHED BUSINESS:

Encampment Patrol Car: Mayor Stephenson said he will attend tonight's meeting in Encampment to learn what they have decided.

Saratoga PV Chamber of Commerce: Lorenz moved with Brown seconding to become ana associate member of the chamber. The motion passed.

Short Term Rentals: Mayor Stephenson said he had researched short term rentals and found ordinances in the National League of Cities manual. He has started working on stipulations for a short term rental ordinance-included are: only allowed under a permit from the town,; permit applicants must be full time residents of Riverside or Encampment; applicants must contact all property owners within 300 feet of premises for written approval before making application; applications must have local telephone number available for 24 hour contact; permits are subject to review and renewal annually by applying to the town council; $100.00 permit fee annually; must have property insurance. The discussion will continue.

NEW BUSINESS:

Rawlins National Bank signature card: Mayor Stephenson told the council he and the clerk have opened an account at RNB. A third signature is needed for the account. Brown said she would be a signer. Golden moved with Lorenz seconding to approve Brown for the signature card. The motion passed.


Lee Ann Stephenson told the council she has been appointed to the Wyoming Community Foundation. She said there is grant money available for projects in Carbon and Albany Counties.


With no other business being brought before the council, the meeting was adjourned at 6:20 pm.
