January 8, 2026 Regular Meeting-DRAFT

The Riverside Town Council met in regular session at 5:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Councilmembers present were Lisa Lorenz and Mark Helwick. Councilmember Ed Golden participated by telephone. Also in attendance were David Pack, Helen Weiland, Lee Ann Stephenson, Mike Tommervik, Wyoming House District 47 Representative Bob Davis, Mike Armstrong and Riverside Clerk/Treasurer Jana C. Cook

PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.

PUBLIC HEARING:

Transfer of Liquor License # 2 from Taylor River LLC., to Pit BBQ LLC., Mayor Stephenson opened the public hearing at 5:03 pm. The clerk said all paperwork has been filed with the State Liquor Department and there has been no response. Mayor Stephenson called for comments-there were none. The public hearing was adjourned at 5:06 pm.

APPROVAL OF LIQUOR LICENSE TRANSFER: Lorenz moved with Helwick seconding to approve the liquor license transfer from Taylor River LLC. to Pit BBQ LLC. There was no discussion and the motion passed.

MINUTES:

December 11, 2025 Regular Meeting: Golden moved with Lorenz seconding to approve the minutes of the December 11, 2025 Regular Meeting as presented. The motion passed.

FINANCIAL STATEMENT/BILLS: The council reviewed the financial statement and unpaid bills report. Lorenz moved with Helwick seconding to approve the December 2025 financial statement and pay bills in the amount of $18,994.45. The motion passed.

INTRODUCTION OF GUESTS: Mayor Stephenson introduced Helen Weiland, Lee Ann Stephenson, Mike Tommervik and State Representative Bob Davis. Tommervik told the council the 4th annual beef and whiskey will be September 12, 2026. The exact time has not been finalized, but probably 2-5 pm. Mayor Stephenson gave the floor to Representative Davis who asked "what do you need" from the upcoming legislative session. Mayor Stephenson expressed his concern about property tax cuts saying municipalities all over the state are hurting because of the reduction of tax funds. Davis asked about the condition of Riverside's sewer and water systems and was told both are newer and in good condition. Discussion centered around the upcoming session and what action could affect towns and cities all over the state. Mayor Stephenson thanked Davis for coming to the council meeting.

REPORTS:

CCCOG: No report.

SOUTH CENTRAL WY EMSJPB: No report.

PARKS: Riverside Party Day Music: Lorenz said she has tried to contact Poudre Valley Playboys but has not made contact. She emailed to find out cost and availability, but has not heard from them.

SEWER: Mayor Stephenson said the number two motor at the sewer lift station got hot and set off the emergency alarm. He switched to the number one motor and it is running"fine ". The e-coli samples tested within specifications.

STREETS: Lorenz said Brad Heibig is ready to plow!

SIERRA MADRE JOINT POWERS BOARD: Lee Ann Stephenson had no report. The January meeting falls on January 14th.

SHERIFF MONTHLY REPORT: Patrol Report December 2025: The Carbon County Sheriff reported 16 hours, 34 minutes of patrol time. This resulted in 6 traffic stops, and 1 paper service call.

MOSQUITO: No report.

90 DAYS DELINQUENT: The clerk reported no delinquent accounts.

ZONING/BUILDING: The clerk showed changes to the building permit application that were approved at the December 2025 meeting.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: Golden asked if the clerk would write a thank you card to Dean Webb for mowing around the highway trees. He also wanted to discuss purchasing mats for the base of the trees-this will help with water usage. Doggett Nursery will get the mats and install them. Lorenz moved with Golden seconding to approve purchasing the mats for approximately $500.00. The motion passed.

The clerk had two additions, the first being the annual financial disclosure form in accordance to W.S. 6-5-118(a). She asked council members to review the document, sign and return to her. She also requested the town hall be closed 1/2 day on January 12, 2026 and all day on January 13, 2026. There were no objections to the request.

CORRESPONDENCE:

Carbon County Commissioners: Council read a letter from the Board of Carbon County Commissioners thanking the town for the support in the operation of the local library.

UNFINISHED BUSINESS:

Encampment Patrol Car: Mayor Stephenson said the Encampment Police Chief has submitted his resignation effective July 1,2026 and is not comfortable with the extra car being parked in Riverside. Stephenson told the clerk to remove this item from the agenda.

Short Term Rentals: Mayor Stephenson said he has not had a chance to do any research. Lorenz said she found a short term rental ordinance from Pinedale. The clerk made copies to distribute at the February meeting.

NEW BUSINESS: There was no new business.


With no other business being brought before the council, the meeting was adjourned at 5:58 pm.
