The Riverside Town Council met in regular session at 6:00 pm with Mayor Leroy Stephenson presiding. Council members present were Fred Lorenz, Ed Golden, and Mark Helwick. Also in attendance were Lisa Lorenz, Rick Lorenz, Lee Ann Stephenson, Helen Weiland representing South Central WY EMSJPB, Kaitlyn Campbell representing the Saratoga Sun, Karen Buford representing BareBones, Inc., Linda Brown and Riverside Clerk/Treasurer Jana C. Cook. Yvonne Johnson representing Carbon County Economic Development Corporation arrived at 6:15 pm.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
PUBLIC HEARING-LIQUOR LICENSE RENEWAL: Mayor Stephenson called the public hearing to order at 6:03 pm. The purpose of the hearing was to solicit public comment about renewing the liquor licenses for Barebones, Inc., and Taylor River LLC. There was no public comment. Mayor Stephenson adjourned the hearing at 6:05 pm.
LIQUOR LICENSE RENEWAL:
BAREBONES, INC. DBA BEAR TRAP: The clerk told the council Barebones, Inc. had not requested any 24 hour permits. Golden moved with Helwick seconding to approve the liquor license renewal application. There was no discussion and the motion passed.
TAYLOR RIVER, LLC.: The clerk told the council Taylor River, LLC. had not requested any 24 hour permits. Helwick moved with Golden seconding to approve the liquor license renewal application. There was no discussion and the motion passed.
MINUTES:
MAY 11, 2023 REGULAR MEETING: Golden moved with Helwick seconding to approve the minutes of the May 11, 2023 regular meeting as distributed. The motion passed.
FINANCIAL STATEMENT/BILLS: There was one addition to the unpaid bills report-$500.00 to Grand Encampment Cowboy Gathering. Golden moved with Lorenz seconding to approve the financial statement and pay bills in the amount of $43,30376. The motion passed. This amount includes the second payment to High Plains Foam Building in the amount of $14,900.00 for restroom construction, $500.00 to Grand Encampment Cowboy Gathering and Specific Purpose Tax Requisition #21 in the amount of $10,382.88
INTRODUCTION OF GUESTS: Mayor Stephenson introduced Rick and Lisa Lorenz, Kaitlyn Campbell, Karen Buford and Linda Brown. Yvonne Johnson representing Carbon County Economic Development Corporation gave the council information about a survey being conducted by the Wyoming Business Council about Broadband service.
REPORTS:
CCCOG: Helwick reported on the May 2023 meeting in Encampment. He said there was a small group in attendance with discussion being about Woodchoppers Jamboree and Encampment river levels. Helwick said it looks like high water occurred the end of May. He said he had sandbags filled and ready to protect his personal property. The next CCCOG meeting is in Baggs in July.
SOUTH CENTRAL WY EMSJPB: Weiland told the council the increase in quarterly payments is because of the increase in population, not an increase per person.
PARKS: The clerk reminded the council the Tale of Two Cities golf tournament is this weekend.
SEWER: Mayor Stephenson complimented the sewer operators and said discharging has been completed. Five samples were taken to Laramie for testing.
STREETS: Lorenz said there are speed limit signs that need to be replaced. He said culverts need to be cleaned out and suggested putting reflector poles on each end of the culverts to keep people from running over them. He suggested getting a small backhoe to clean culverts.
SIERRA MADRE JOINT POWERS BOARD: The council reviewed the minutes of the May 2023 meeting. Lee Ann Stephenson said the 1st Street Water Project is out for bid. This will be the final project for this specific purpose tax money.
SPECIFIC PURPOSE TAX REQUISITION #21: The council previously approved a requisition request in the amount of $10,382.88.
MOSQUITO: The clerk told the council the Town of Encampment will begin fogging for mosquitos on Monday June 12, 2023-weather permitting.
90 DAYS DELINQUENT: The clerk said the one delinquent account has been paid.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: Mayor Stephenson told the council there is a hand pump in the equipment barn that Robert Dailey would like to buy. He offered the town $100.00 for it.
Helwick moved with Golden seconding to approve Mr. Dailey purchasing the pump for $100.00. The motion passed. Golden said the "Welcome to Riverside" signs are in need of freshening up. The clerk said she would talk to Alyson Sneddon and ask if she would be willing to take on the job.
CORRESPONDENCE:
DIRT DIGGERS GARDEN CLUB: The council was invited to the dedication of its Blue Star Memorial Marker at the Grand Encampment Museum on June 24, 2023 at 11:00 am.
PUBLIC HEARING-ORDINANCE #229 FISCAL YEAR 2023-2024 BUDGET: Mayor Stephenson opened the hearing at 6:35 pm. He told those in attendance the proposed budget for Riverside for the 2023-2024 fiscal year is $863,730.00. He asked if there were any comments or questions-there was no public comment. Mayor Stephenson adjourned the public hearing at 6:40 pm.
UNFINISHED BUSINESS:
RIVERSIDE ORDINANCE #229-FY 2023-2024 BUDGET-3RD AND FINAL READING: Lorenz moved with Golden seconding to approve the budget for the 2023-2024 fiscal year in the amount of $863,730.00. There was no discussion and the motion passed.
NEW BUSINESS:
APPROVE BLANKET VOUCHER-FY 2023-2024: Mayor Stephenson said approval of the blanket voucher is necessary in order to pay employees before the next month's regular council meeting. Total salaries for fiscal year 2023-2024 will not exceed $64,950.00. Golden moved with Lorenz seconding to approve the blanket voucher. The motion passed.
TREES ALONG THE HIGHWAY: Golden said the trees survived the winter but are slow to green up. He suggested putting mulch around the bottoms.
MONEY TRANSFER: There was discussion about transferring funds from the general fund account into WYOSTAR and WGIF accounts. Helwick moved with Lorenz seconding to transfer $20,000.00 from the general fund into WYOSTAR and $20,000.00 from the general fund into WGIF. The motion passed.
With no other business being brought before the council, the meeting was adjourned at 7:10 pm.
