August 8, 2024 Regular Meeting

The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Ed Golden, Mark Helwick, Linda Brown and Lisa Lorenz. Also in attendance were Peggy Huntley representing Carbon County Economic Development Corporation, Lee Ann Stephenson and Riverside Clerk/Treasurer Jana C. Cook.

PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.

MINUTES: July 11,2024 Regular Meeting: Lorenz moved with Brown seconding to approve the minutes of the July 11,2024 regular meeting as presented. The motion passed.

FINANCIAL STATEMENT/BILLS: Council reviewed the unpaid bills report and the July financial statement. Brown moved with Lorenz seconding to approve the financial statement and pay bills in the amount of $19,201.61. The motion passed with no discussion.

INTRODUCTION OF GUESTS:

Mayor Stephenson introduced Peggy Huntley. Ms. Huntley spoke of activities of the CCEDC. The annual meeting will be Wednesday August 14,2024 at the Little Snake River Museum in Savery. The Guns and Roses Fundraiser will be September 13, 2024 at Jeffrey Center in Rawlins.

REPORTS:

CCCOG: Helwick reported August was the third month without a meeting. The next meeting is scheduled for September in Sinclair. He said he would go to the meeting, but feels there is no organization.

SOUTH CENTRAL WY EMSJPB: No report.

PARKS: New Restroom Damage, Riverside Party Day August 17, 2024: Mayor Stephenson reported the damage to the walls caused by disk golfers has not yet been repaired. There was little discussion about Riverside Party Day-the clerk asked Lee Ann Stephenson if she would be available to pick up food, she said yes. There has been advertising on Big Foot Radio, in the Carbon County Comet and Saratoga Sun.

SEWER: Mayor Stephenson said the backup generator at the lift station has been serviced.

STREETS: Lorenz told the council she and John Anderson were going to meet on August 9th to work on a schedule for the road base. Lee Ann Stephenson said water personnel had a concern about the culvert by the Truax residence. There is a hole in the culvert at the edge of the road-Lorenz suggested putting a reflector pole to bring attention to the hole.

SIERRA MADRE JOINT POWERS BOARD: No report.

SHERIFF MONTHLY REPORT: Patrol Report July 2024: There were 18 hours and 59 minutes reported in July.

MOSQUITO: No report.

90 DAYS DELINQUENT: The clerk reported there were no delinquent accounts.

ZONING/BUILDING: Peggy Huntley: Ms. Huntley submitted an application for a 96 square foot garden shed. Golden said he had not been to the Huntley property to look at the site, but recommended approval of the application. Golden moved with Helwick seconding to approve the garden shed building application. The motion passed.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: Mayor Stephenson had two additions to the agenda. The first was calling a possible special meeting to discuss the development across Highway 70 to the west. There was no objection to calling a special meeting. He also told the council the radar sign on the east side of Riverside needs to be refurbished. The sign is so old, reports can no longer be accessed. The company that built the sign will upgrade for $1,295.00. Lorenz moved with Helwick seconding to approve the upgrade. The motion passed. The clerk asked the council if the September 12th meeting could be changed to September 19th. There was no objection so the meeting date has been changed. The clerk will post notices of the change.

CORRESPONDENCE:

Encampment-Riverside Volunteer Fire Department: The council read a thank you card from the Encampment-Riverside Volunteer Fire Department for the continued support.

UNFINISHED BUSINESS:

FEMA: Mayor Stephenson said the proposed ordinance has not been approved by the State FEMA. He hopes to begin approving the ordinance at the September meeting.

NEW BUSINESS:

Update Radar Sign: See Additions to the Agenda report.


With no other business being brought before the council, the meeting was adjourned at 6:40 pm.
