October 9, 2025 regular meeting-draft

The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Ed Golden and Mark Helwick. Councilmember Lisa Lorenz arrived at 6:10 pm. Also in attendance were Lee Ann Stephenson, Julie Harrington, Jeff Harrington, Mike Armstrong representing the Carbon County Comet and Riverside Clerk/Treasurer Jana C. Cook.

PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.

MINUTES: September 11,2025 Regular Meeting: Council members reviewed the minutes of the September 11,2025 meeting. Golden moved with Helwick seconding to approve the September meeting minutes. The motion passed.

FINANCIAL STATEMENT/BILLS: Golden moved with Helwick seconding to approve the financial statement and pay bills in the amount of $15,760.78. The motion passed.

INTRODUCTION OF GUESTS: Mayor Stephenson introduced Mike Armstrong, Lee Ann Stephenson, Julie Harrington and Jeff Harrington. Mr. and Mrs. Harrington came before the council to express their concern about the building project at 400 4th Street, owned by Manny and Connie Gutierrez. There is construction on the east side of the Gutierrez property. Mayor Stephenson said the previous building permit applications were approved for construction on the west side of the property. He said he would speak to Mr. Gutierrez the next day and report to the Harringtons.

REPORTS:

CCCOG: No report.

SOUTH CENTRAL WY EMSJPB: No report.

PARKS: No report.

SEWER: No report.

STREETS: The clerk asked Lisa Lorenz to remind John Anderson to send a bill for street grading.

SIERRA MADRE JOINT POWERS BOARD: No report.

SHERIFF MONTHLY REPORT: Patrol Report September 2025: The sheriff's department reported 10 hours and 45 minutes of patrol time. This resulted in 5 traffic stops, 1 abandoned vehicle, 1 weapons offense and 1 assist of another agency.

MOSQUITO: The clerk told the council a grant reimbursement request has been submitted to Carbon County Weed & Pest.

90 DAYS DELINQUENT: No delinquent accounts reported.

ZONING/BUILDING: Rocking R Storage: There was discussion about the building permit application. It has been months since there has been communication between the town and Mark Rauterkus or Larson Quick. Lorenz moved with Golden seconding to instruct the clerk to write a letter to Mr. Rauterkus and Mr. Quick informing them the request has been denied because of lack of contact and return the building permit fee to Mr. Quick. The motion passed. This item will be removed from the agenda.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: There were no additions to the agenda.

CORRESPONDENCE:

Friends of the Library: Council read a letter from Doreen Harvey thanking the council for the donation through the Embrace the Valley program.

UNFINISHED BUSINESS:

Telecommunications Tower: The council voted earlier in the meeting to return the building permit check to Larson Quick and remove the item from Building/Zoning agenda item. This item will also be removed from the agenda.

Encampment Patrol Car: Mayor Stephenson said he would attend the Encampment Town Council meeting tonight and discuss the car.

NEW BUSINESS:

Meeting Time Change-November 2025: In accordance to Riverside Resolution 2022-6, the meeting time for council meetings November through March will be 5:00 pm. The was no discussion.

With no other business being brought before the council, the meeting was adjourned at 6:38 pm.
