September 11, 2025 Regular Meeting

The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Linda Brown and Ed Golden. Also in attendance were Lee Ann Stephenson, Dean Webb, Shawn Brown and Riverside Clerk/Treasurer Jana C. Cook.

PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.


Mayor Stephenson asked for a moment of silence to honor those affected by the September 11, 2001 attacks.


MINUTES: August 14,2025 Regular Meeting: Brown moved with Golden seconding to approve the minutes of the August 14,2025 regular meeting as presented. The motion passed.

FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement and the unpaid bills report. Golden moved with Brown seconding to approve the financial statement and pay bills in the amount of $24,210.15. The motion passed. The clerk told the council the amounts to Riverside Garage and Mother Mountain Anglers for Riverside Party Day did not include a gratuity. Brown moved with Golden seconding to approve gratuities to Riverside Garage and Mother Mountain Anglers. The motion passed.

INTRODUCTION OF GUESTS: Mayor Stephenson introduced Lee Ann Stephenson, Dean Webb and Shawn Brown.

REPORTS:

CCCOG: No report.

SOUTH CENTRAL WY EMSJPB: The clerk sent an email to council members with minutes and 4th quarter information.

PARKS: 2025 Riverside Party Day Recap: The clerk told the council the town received $409.00 in donations. Ninety-two people signed the CCVC event tracking form, but the clerk knows not all attendees signed the sheet.

Mayor Stevenson said he has not spoken to Eric Bauer about the restroom water tap. There was discussion about finding out the cost of making the roofline on the old building match the new, but there are no funds in the budget at this time.

SEWER: Mayor Stephenson reported on the problems with discharge tests and said he is waiting on the lift station assemblies to be rebuilt.

STREETS: John Anderson has been grading the streets.

SIERRA MADRE JOINT POWERS BOARD: No report.

SHERIFF MONTHLY REPORT: Patrol Report August 2025: The Carbon County Sheriff reported 22 hours and 15 minutes of patrol time. This resulted in 3 traffic stops, 1 accident and 1 search and rescue.

MOSQUITO: The clerk told the council a payment of $6,299.36 to the Town of Encampment was approved tonight.

90 DAYS DELINQUENT: The clerk told the council she did what she had been instructed to do-write a letter to the delinquent account and inform the landfill of the delinquency. There was no response from either.

ZONING/BUILDING: Rocking R Storage: This item was tabled again.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: The clerk told the council the town hall would be closed on Monday September 15, 2025.

CORRESPONDENCE:

Carol Bach-Dirt Diggers Garden Club: The council received a letter from Mrs. Bach indicating the garden club would like to do some sort of community beautification project for the town. The council discussed options and it was decided to ask if the club would possibly take care of the trees along the highway and plant flowers at the Welcome to Riverside sign.

Carbon County Economic Development FY 2024-2025 Profit and Loss: Peggy Huntley brought a copy of the profit and loss statement. There was no discussion.

Grand Encampment Cowboy Gathering: The council read a letter from Grand Encampment Cowboy Gathering thanking the town for the support of the 2025 gathering.

UNFINISHED BUSINESS:

Telecommunications Tower: This item was tabled until the October 2025 meeting.

Encampment Patrol Car: Mayor Stephenson will attend tonight's Town of Encampment regular meeting to discuss the proposal.

NEW BUSINESS: There was no new business on the agenda.


With no other business being brought before the council, the meeting was adjourned at 6:35 pm.
