The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Ed Golden, Linda Brown, Lisa Lorenz and Mark Helwick. Also in attendance were Wyatt Craig representing Mother Mountain Anglers, Mike Armstrong representing Carbon County Comet, D'Ron Campbell representing the Saratoga Sun, Helen Weiland and Riverside Clerk/Treasurer Jana C. Cook.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
MINUTES: March 13, 2025 Regular Meeting: Lorenz moved with Golden seconding to approve the minutes of the March 13,2025 regular meeting as presented. There was no discussion and the motion passed.
FINANCIAL STATEMENT/BILLS: Mayor Stephenson told the council about the problems with BMO and the town trying to take advantage of a price reduction from Hydro Bioscience for the algae reduction system. BMO requires a 24 hour hold on any check-even if the transaction is BMO account to BMO account. In order to get the price reduction, Mayor Stephenson used his personal credit card. The council reviewed the financial statement-there was no discussion or questions. Lorenz moved with Helwick seconding to approve the financial statement and pay bills in the amount of $14,981.48. The motion passed. Lorenz also moved with Helwick seconding to approve payment to Leroy Stephenson in the amount of $3,404.54. This money was taken from the Sewer Reserve Fund.
INTRODUCTION OF GUESTS: Mayor Stephenson introduced Wyatt Craig, representing Mother Mountain Anglers. Mr. Craig told the council the 9th Tale of Two Cities Disc Golf Tournament will be on June 7, 2025. He asked for permission to use the disk course at Rick Martin Memorial Park. Mayor Stephenson asked the clerk if the date was open-she said it was. Mr. Craig then asked if the town would again sponsor a hole for $100.00. Golden moved with Brown seconding to approve the sponsorship. The motion passed.
REPORTS:
CCCOG: Helwick told the council the Carbon County Library system had been discussed at the last meeting. He spoke of the seven libraries in Carbon County and the importance each has to the area they serve. He alluded to a letter from the library system and the needs for the upcoming fiscal year. "Take this letter home and study it. If we do not provide funding, I don't know what they will do" he said.
SOUTH CENTRAL WY EMSJPB: No report.
PARKS: 2025 Riverside Party Day Food: Lorenz said she was going to meet with Josh Craig "tomorrow" and see where he would like to set up his equipment. Brown said someone has vandalized the new restrooms-something has been written on the outside walls. Weiland said she would like to open the restrooms early this year. She will try and get the water turned on next week.
SEWER: Mayor Stephenson said the new algae sonic system has been installed. Water samples were taken to Laramie by the Town of Encampment, but the results aren't back.
SIERRA MADRE JOINT POWERS BOARD: No report.
SHERIFF MONTH REPORT: Patrol report for March 2025: 13 hours and 45 minutes of patrol time was reported. This resulted in 5 traffic stops, 1 miscellaneous call, one property alarm and one VIN inspection.
MOSQUITO: Town of Encampment fogging rate: Lorenz moved with Golden seconding to approve the quote of $75.00 per hour with a minimum charge of one hour from the Town of Encampment for mosquito fogging. The motion passed.
90 DAYS DELINQUENT: The clerk reported there has been no response from the landfill client about the insufficient funds check.
ZONING/BUILDING: Helwick Permit: Zoning office Ed Golden told the council Mark and Billie Helwick do not need a building permit for the cover over a door on the southwest
side of their house. Golden also recommended approval of a permit from Shawn and Linda Brown for a sign located on Block 6, Lot 3 in Riverside. Lorenz moved with Golden seconding to approve the sign. The motion passed with Brown abstaining from the vote. The council also read a letter from Mark Shepherd about approval from Kal Herring and the Encampment ditch water authority to build a garage near the ditch. The garage will now be turned from 26' wide and 30'long to 30'wide and 26'long to give Mr. Herring more room to clean the ditch. This permit was approved at the March 2025 meeting contingent upon received approval from Mr. Herring. Lorenz moved with Brown seconding to approve the building permit. The motion passed.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: There were no additions to the agenda.
CORRESPONDENCE: Grand Encampment Museum: Council read a thank you letter from Tim Nichlas, museum director, thanking the town for the utility donation.
Carbon County Library System: Council read a letter encouraging consideration during the budget process. In the CCCOG report Councilman Helwick encouraged discussion at the May meeting.
Platte Valley Arts Council: Council read a letter thanking the town for becoming a Patron.
UNFINISHED BUSINESS:
Edge of Town Business Signs: Mayor Stephenson said he left a message for Mike McCord from WYDOT but there has been no response. Golden suggested putting the signs outside the state right-of-way.
Amendment to Ordinance # 230 FY 2024-2025 Budget-Second Reading: Brown moved with Helwick seconding to approve the amendment on 2nd reading. There was no discussion. The motion passed.
NEW BUSINESS:
Ordinance # 232 FY 2025-2026 Budget First Reading: The clerk asked council to look at their departments and let her know if any additional projects were planned. She said no numbers had come from the state audit department and she expected changes when those numbers come. Brown moved with Lorenz seconding to approve Ordinance # 232-FY 2025-2026 Budget on first reading. The motion passed.
With no other business being brought before the council, the meeting was adjourned at 6:45 pm.
