Regular Meeting

September 8, 2022


The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Fred Lorenz, Ed Golden and Mark Helwick. Also present were Lee Ann Stephenson, Virginia Parker representing the Saratoga Sun and Riverside Clerk/Treasurer Jana C. Cook.


PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.


Mayor Stephenson asked for a moment of silence to remember Riverside Wastewater Operator Bob Lamphear.


MINUTES: August 11, 2022 Regular Meeting: Lorenz had one correction, changing park employee Robert Dailey’s last name. Golden moved with Lorenz seconding to approve the minutes with the correction. The motion passed.


FINANCIAL STATEMENT/BILLS: The council reviewed the financial statement and unpaid bills report as presented. Golden moved with Lorenz seconding to accept the financial statement and pay bills in the amount of $22,363.74. The motion passed. This amount includes a Specific Purpose Tax requisition request in the amount of $5,981.74.


INTRUCTION OF GUESTS: Mayor Stephenson introduced Lee Ann Stephenson and Virginia Parker.


REPORTS:

CCCOG: No report.

SOUTH CENTRAL WY EMSJPB: Council read the minutes of the July 28, 2022 regular meeting and the August 1, 2022 special meeting. Mayor Stephenson brought up an item in the July 28th minutes concerning changing bylaws to not having all entities approve grants because there is not financial responsibility to towns.

PARKS: Riverside Party Day, New Restrooms, Park Bences, Basketball Boards: The clerk told the council there was $256.00 in donations and 82 people signed the sheet at Riverside Party Day. The money has been deposited into the general fund. Mayor Stephenson said he is working on the new restroom design; the park benches were delivered today (9/8/22) and the basketball backboards have arrived.

SEWER: Mayor Stephenson said Dave Cogswell has taken over the lagoon and lift station responsibilities. There is no discharge at the present time.

STREETS: The clerk told the council the town received one bid for the road groom. She said there were advertisements in the Saratoga Sun, Rawlins Times, Laramie Boomerang and Cheyenne Tribune-Eagle. Lorenz opened the bid from Swihart’s in the amount of $7,000.00. Lorenz moved with Helwick seconding to reject the $7,000.00 bid. The motion passed.

SNOW REMOVAL BIDS: The clerk said she would send out requests next week. She has already received one bid for the 2022-2023 winter.

SIERRA MADRE JOINT POWERS BOARD: Council read the minutes of the August 10, 2022. The September meeting will be September 14, 2022. Lee Ann Stephenson said the tank relining project finished one day early. Sierra Madre customers are no longer hooked up to Encampment’s water.

SPECIFIC PURPOSE TAX: The council approved Requisition #12 in the amount of $5,981.74.

MOSQUITO: Mayor Stephenson said he did not hear fogging on the Friday before Labor Day.

90 DAYS DELINQUENT: No report.

ZONING/BUILDING: Shawn and Linda Brown; Musetti Fence: The building permit application of Shawn and Linda was tabled because of questions concerning the property line and the proposed French drain or tile. Golden said he would look at the property again and Mayor Stephenson said he would look also. Carl and Pat Musetti requested a permit to replace the existing stone driveway with cement and replace a metal fence with wood post and rail fence around 3 spruce trees. Golden moved with Lorenz seconding to approve the Musetti application. The motion passed.

ACTION ITEMS: There were no action items.


ADDITIONS TO THE AGENDA: Mayor Stephenson told the council the Upper Platte River Solid Waster Disposal District contract for the 2022-2023 fiscal year has been completed. The only change is the .62 per municipally billed user. Golden moved with Lorenz seconding to approve Mayor Stephenson signing the contract. The motion passed.


CORRESPONDENCE:

Carbon County Visitors Council: The council received a letter from CCVC thanking the town for the support and reminding voters the lodging tax is up for renewal on the November 8, 2022 ballot.


UNFINISHED BUSINESS: There was no unfinished business.


NEW BUSINESS:

Riverside Resolution 2022-4-Submission of an Emergency Health Care Grant: Lorenz moved with Helwick seconding to approve Mayor Stephenson signing this resolution for South Central WY EMSJPB’s ambulance purchase application. The motion passed.

Riverside Resolution 2022-5-Submission of a Federal Mineral Royalty Grant: Golden moved with Lorenz seconding to approve Mayor Stephenson signing this resolution. This resolution is to apply for a Federal Mineral Royalty grant. The motion passed.

Clerk Vacation Request: October 17-20, October 24, 2022: Golden moved with Lorenz seconding to approve the vacation request. The motion passed.


Mayor Stephenson requested the council go into executive session to discuss a personnel matter at 6:50 pm.


Mayor Stephenson adjourned the executive session at 7:17 pm. He stated for the record no business was conducted during the executive session.


With no further business being brought before the council, the meeting was adjourned at 7:20 pm.
