May 8, 2025 Regular meeting-DRAFT

The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Linda Brown and Ed Golden. Lisa Lorenz joined the meeting by telephone at 6:30 pm. Also in attendance were Lee Ann Stephenson, Liz Swynarczuk, Dean Webb, Manny Gutierrez and Riverside Clerk/Treasurer Jana C. Cook.

PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.


Mayor Stephenson announced he was exercising his right to participate in the meeting and decision making.


MINUTES: April 10, 2025 Regular Meeting: Golden moved with Brown seconding to approve the minutes of the April 10,2025 regular meeting as presented. The motion passed.

FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement and unpaid bills report. Mayor Stephenson moved with Brown seconding to approve the financial statement and pay bills in the amount of $14,950.52. The motion passed.

INTRODUCTION OF GUESTS: Mayor Stephenson introduced Lee Ann Stephenson, Liz Swynarczuk, Dean Webb and Manny Gutierrez.

REPORTS:

CCCOG: No report.

SOUTH CENTRAL WY EMSJPB: Minutes from the February 2025 and March 2025 meetings were emailed to the council.

PARKS; 2025 Riverside Party Day Food: The clerk told the council Lorenz said the food will be hot dogs, hamburgers, salad and dessert. Mayor Stephenson said Robert Dailey would like to replace 5 or 6 picnic tables with tables that will not need to be painted every year. Stephenson said the trash cans need new lids. One of the tables at the River Access fell apart-one table will be enough there. There was also discussion about taking the road groom to the Big Bale yard-maybe it will sell.

SEWER: Mayor Stephenson reported e-coli test results were good!

STREETS: No report.

SIERRA MADRE JOINT POWERS BOARD: The May meeting will be May 14th.

SHERIFF MONTHLY REPORT FOR APRIL 2025: There were 12 hours, 52 minutes of patrol hours reported. This time resulted in 3 traffic stops, 1 suicide threat, 2 public relations calls, and 1 citizen assist.

MOSQUITO: No report.

90 DAYS DELINQUENT: No report.

ZONING/BUILDING: No report.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: Mayor Stephenson present to the council Riverside Resolution 2025-1 "A Resolution of the Riverside Town Council adopting the Wyoming Region 3, Hazard Mitigation Plan-2025 Update." Brown moved with Golden seconding to adopt Resolution 2025-1. The motion passed.

CORRESPONDENCE:

Friends of the Library: Council read a letter from Friends of the Encampment Riverside Branch Library thanking the town for past support. The letter said there will be a significant cut in funding and will be looking at outside sources to help with funding.

Liz Swynarczuk: Ms. Swynarczuk came before the council to formally request the removal of two streetlights on 2nd Street between Copper and Welton Streets and the streetlight at 1st Street and Copper until Carbon Power and Light can install proper shielding, fixtures and bulbs. There was discussion about the lights and how the bulbs shine on the streets. Ms. Swynarczuk gave the council information on light pollution. Mayor Stephenson said he would help with the lighting problem.


PUBLIC HEARING: Amendment to Ordinance # 230 -FY 2024-2025 Budget: Mayor Stephenson opened the public hearing at 6:33 pm. He explained why the budget amendment had been necessary-adding funds to Rick Martin Memorial Park for tree maintenance. There were no comments.

ADJOURN PUBLIC HEARING: Mayor Stephenson adjourned the public hearing at 6:35 pm.

UNFINISHED BUSINESS:

Edge of town business signs: Brown told the council Candy France has given permission to put a sign on her property east of the Riverside bridge.

Amendment Ordinance # 230-FY 2024-2025 Budget-3rd and Final Reading: Mayor Stephenson read the amendment for the final time. Golden moved with Brown seconding to approve the amendment to Riverside Ordinance # 230 on final reading. The motion passed.

Ordinance # 232 -FY 2025-2026 Budget 2nd Reading: Council discussed proposed funding for the upcoming fiscal year. The clerk said she was comfortable with the numbers presented. Mayor Stephenson moved with Brown seconding to approve Ordinance # 232 on 2nd reading. The motion passed.

NEW BUSINESS:

Emergency Amendment to Riverside Zoning/Building Ordinance: Mayor Stephenson presented to the council a proposed amendment to Chapter 6, Supplemental Regulations of the Riverside Zoning Ordinance, Section 1. Height Regulations-the proposed amendment shall read "These structures will require a special use permit if they exceed 35' in height." Mayor Stephenson moved with Lorenz seconding to approve the proposed amendment. There was no discussion and the motion passed.

Set Mil Levy: Golden moved with Brown seconding to set the mil levy at 8 mils for the upcoming fiscal year. The motion passed. The clerk will inform Carbon County Clerk Lisa Smith of the mil levy.

Proposed Telecommunications Tower: Council received preliminary information about a proposed telecommunications tower near 313 Highway 70 in Riverside. The proposed tower will be a 125' high monopole tower. Dean Webb spoke against the proposal saying " we do not need that" and Liz Swynarczuk said the tower would "lower property values." The clerk said additional information had been sent Thursday afternoon, but there was not enough time for the council to review. It was determined to table this proposal until the June 12, 2025 meeting.

With no other business being brought before the council, the meeting was adjourned at 6:55 pm.
