September 15, 2026 Regular Meeting-Draft

The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Councilmembers present were Linda Brown, Lisa Lorenz, Ed Golden and Zane Jacobsen. Also in attendance were Billie Helwick, Helen Weiland, Lee Ann Stephenson and Riverside Clerk/Treasurer Jana C. Cook.

PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.

MINUTES: August 13,2026 Regular Meeting: Golden moved with Lorenz seconding to approve the minutes of the August 13,2026 regular meeting as presented. The motion passed.

FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement and the unpaid bills report. There was little discussion. Lorenz moved with Brown seconding to approve the financial statement and pay bills in the amount of $23,876.29. The motion passed.

INTRODUCTION OF GUESTS: Mayor Stephenson introduced Billie Helwick, Helen Weiland and Lee Ann Stephenson.

REPORTS:

CCCOG: The next meeting is scheduled for September 22,2026 in Elk Mountain.

SOUTH CENTRAL WY EMSJPB: Mayor Stephenson will attend the meeting on September 21,2026 in Hanna.

PARKS-2026 Riverside Party Day-$380.00 in donations: The clerk reported the $380.00 has been deposited in the general fund. She asked Councilmember Brown if the Poudre Valley Playboys would be available for next year's party. Brown contacted them and they will be in Riverside on August 21,2027 to play at Riverside Party Day 2027!

SEWER: Mayor Stephenson reported the windmill towers have been installed, but the bubble diffusers have not been activated. Stephenson purchased a pressure gauge for the Number One pump at the sewer lift station.

STREETS: Lorenz said the road to the river access needs to be graded.

SIERRA MADRE JOINT POWERS BOARD: Lee Ann Stephenson had no report-the next meeting is Wednesday September 16, 2026.

SHERIFF MONTHLY REPORT: Patrol Report August 2026: There was no report from the Carbon County Sheriff Office.

MOSQUITO: No report.

90 DAY DELINQUENT: The clerk reported there are no delinquent accounts.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: There were no additions to the agenda.

CORRESPONDENCE:

Carbon County Economic Development Corporation: Council read a letter from Executive Director Yvonne Johnson thanking the Town of Riverside for becoming a bronze investor.

Friends of the Library: Council received three thank you letters for the contribution to help fund the library.

Grand Encampment Cowboy Gathering: Council read a letter thanking the town for the purchase of advertising in their program.

UNFINISHED BUSINESS:

Short term rentals: There was discussion about setting a date for a workshop. Council members are busy this time of year so it was decided to discuss a workshop at the January 2027 meeting. This item will be removed from the agenda.

NEW BUSINESS:

Appoint Mayor Pro Tem: Mayor Stephenson appointed Lisa Lorenz as mayor pro tem. There was no discussion.

Lee Ann Stephenson brought up planning for holiday decorations. Councilmembers Brown, Lorenz and Ms. Stephenson will begin planning.

With no other business being brought before the council, the meeting was adjourned at 6:45 pm.
