August 13, 2026 Regular Meeting-Draft
The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Councilmembers present were Linda Brown, Lisa Lorenz and Ed Golden. Also in attendance were Shawn Brown, Helen Weiland, Lee Ann Stephenson, Sue Jones, Zane Jacobsen, Maura Jacobsen, Billie Helwick, Yvonne Johnson, Gina Helmsad, and Riverside Clerk/Treasurer Jana C. Cook.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
MINUTES: July 9, 2026 Regular Meeting: Lorenz moved with Brown seconding to approve the minutes of the July 9,2026 regular meeting. The motion passed.
FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement and the unpaid bills report. There was little discussion. Brown moved with Lorenz seconding to approve the financial statement and pay bills in the amount of $32,743.60. The motion passed.
Mayor Stephenson administered the oath of office to council appointee Zane Jacobsen. Mr. Jacobsen took his seat at the table.
INTRODUCTION OF GUESTS:
Carbon County Commissioner Sue Jones: Ms. Jones brought information about Proposed Initiative Proposition Number One dealing with property tax reduction to the council. She spoke of the consequences to Carbon County communities if the proposition is passed in November.
REPORTS:
CCCOG: No report.
SOUTH CENTRAL WY EMSJPB: No report.
PARKS: 2026 Riverside Party Day: The party is this Saturday! Food will be served at 4:30, music will start at 5:00 pm. Brown said there has been minor vandalism in the park restrooms. She would like to get signs reminding people to leave the bathrooms neat. She also talked of possibly painting and putting vents in the bathrooms. No action was taken.
SEWER: Lagoon Upgrades-Windmill Project: Mayor Stephenson said 3 windmill towers were assembled two weeks ago. He will continue to work on the project when he returns from vacation. He said there is a problem with the pump at the sewer lift station.
STREETS: No report.
SIERRA MADRE JOINT POWERS BOARD: Lee Ann Stephenson told the council the board is going to hire another part-time operator.
SHERIFF MONTHLY REPORT: Patrol Report July 2026: Carbon County Sheriff's Office reported 20 hours and 38 minutes of patrol time in July 2026. This resulted in 1 suspicious person/vehicle call; 2 welfare checks; 8 traffic stops; and one other agency assist.
MOSQUITO: Fogging has stopped for the year.
90 DAYS DELINQUENT: The clerk reported no delinquent accounts.
ZONING/BUILDING/Musetti Shed: Golden reported Carl and Pat Musetti submitted a permit to build a 16X12 storage shed on their property at 410 4th Street. He moved with Lorenz seconding to approve the Musetti building permit. The motion passed.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: The clerk said it was time for the state mandated F66 and self-audit reports. Alyson Sneddon said she will do them.
CORRESPONDENCE: There was no correspondence.
UNFINISHED BUSINESS:
Short term rentals: Tabled until fall: The date for ta workshop will be set after the September 15,2026 meeting.
Carbon County Visitors Council Riverside Representative: Maura Jacobsen sent a letter indicating she is interested in serving on the council. Golden moved with Lorenz seconding to appoint Ms. Jacobsen. The motion passed.
Council vacancy: Mr. Jacobsen was sworn in at the beginning of the meeting.
NEW BUSINESS:
Town Hall Closings: 1/2 day 9/3/26 and all day 9/8/26: Golden moved with Brown seconding to approve the closings. The motion passed.
Move September meeting to Tuesday September 15, 2026: The clerk asked the meeting date by changed because of the short time to prepare for the second Thursday September meeting. Lorenz moved with Golden seconding to approve the request. The motion passed.
With no other business being brought before the council, the meeting was adjourned at 7:20 pm.
