July 9, 2026 Regular Meeting

The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Councilmembers present were Linda Brown, Lisa Lorenz and Ed Golden. Also in attendance were Shawn Brown and Riverside Clerk/Treasurer Jana C. Cook.

PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited by those in attendance.

MINUTES: Lorenz moved with Golden seconding to approve the minutes of the June 13, 2026. The motion passed.

FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement and the unpaid bills report. There was little discussion. Lorenz moved with Brown seconding to approve the financial statement and pay bills in the amount of $16,512.15. The motion passed.

INTRODUCTION OF GUESTS: Mayor Stephenson introduced Shawn Brown.

REPORTS:

CCCOG: No report.

SOUTH CENTRAL WY EMSJPB: No report.

PARKS: 2026 Riverside Party Day: The clerk reported she had ordered 8 cases of water and will pick up at the Riverside Garage on party day. Lorenz said she and Brown will get the salads, watermelon and cookies. Posters are being distributed. Mayor Stephenson said there is a cottonwood tree down in the park. There was discussion about writing a job description for the park employee and possibly advertising the position next year. Golden said we need to mow around the trees on the highway.

SEWER: Lagoon Upgrades: Council reviewed a bid from Joe Mescan Windmill LLC for 3 lagoon windmills. The total bid amount, including package upgrades and tower hinge kits, is $11,535.00. Lorenz moved with Brown seconding to approve the bid. The motion passed. Mayor Stephenson said drill holes for the windmills will have to be added.

STREETS: There was no report.

SIERRA MADRE JOINT POWERS BOARD: Mayor Stephenson said the board will be hiring an additional operator.

SHERIFF MONTHLY REPORT: Patrol Report June 2026: There was no report from the sheriff's office.

MOSQUITO: There was a lengthy discussion about this year's mosquito fogging. Lorenz said she would like to tell the drivers to drive the posted speed limit. There was discussion about fogging in the evening as opposed to previous fogging in the morning. Mayor Stephenson said he would go to the Encampment council meeting and share the council's concerns.

90 DAYS DELINQUENT: No report.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: Lorenz said she would like to express her disappointment that the 4th of July fireworks were cancelled when other shows went on as scheduled. She said the Town of Riverside donated a lot of money to help this year's program special. She said she would go to the Encampment council meeting to express her opinion.

There was discussion about financial support for the Friends of the Library. $3,000.00 will be the amount from Riverside.

CORRESPONDENCE:

Grand Encampment Cowboy Gathering: Golden moved with Brown seconding to purchase the year ad in the gathering program for $500.00. The motion passed.

UNFINISHED BUSINESS:

Short term rentals: It was decided to postpone the rental workshop until the fall when everyone isn't so busy. The item will remain on the agenda.

Carbon County Visitors Council Riverside Representative: Lorenz said she would talk to Karen Curtake-the Encampment representative and see if she would represent Riverside too.

Council Vacancy: There was one letter of interest in the council position. Lorenz moved with Brown seconding to appoint Zane Jacobsen to the council. The motion passed. Jacobsen will be sworn in at the August 13, 2026 meeting.

NEW BUSINESS: There was no new business.


With no other business being brought before the council, the meeting was adjourned at 6:50 pm.
