May 9, 2024 Regular Meeting

The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Ed Golden, Lisa Lorenz and Mark Helwick. Also present were Leslie Jefferson and Meghan McComas representing Carbon County Visitors Council, Lee Ann Stephenson and Helen Weiland. Also in attendance was Jana C. Cook-Riverside Clerk/Treasurer.

PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.

MINUTES: The council reviewed the minutes of the April 18, 2024 meeting as presented. Lorenz moved with Helwick seconding to approve the minutes. The motion passed.

FINANACIAL STATEMENT/BILLS: Council reviewed the financial statement-there were no questions. Lorenz moved with Golden seconding to approve the financial statement and pay bills in the amount of $13,758.69. The motion passed.

INTRODUCTION OF GUESTS:

Leslie Jefferson-Carbon County Visitors Council: Ms. Jefferson and Meghan McComas came before the council to discuss the 2023 Carbon County Wyoming Tourism Master Plan. They spoke of the process to crease the master plan and said they had compiled all master plans in Carbon County and the common denominator was tourism. Jefferson said the strategic opportunities in Carbon County are: The Visitor Experience, Outdoor Recreation, Hospitality/Economic Development and Collaborations and Advocacy. Jefferson said an online training for hospitality workers will begin sometimes in the fall and is available to anyone wishing to take it. She spoke of a partnership between Carbon and Natrona Counties to obtain a National Heritage Designation. There are 62 in Wyoming presently.

REPORTS:

CCCOG: The next meeting is May 15, 2024 in Dixon.

South Central EMSJPB: Weiland told the council Gayle Wessell is interested in replacing her on the board. Mayor Stephenson said it is not necessary for Wessell to attend every council meeting, but needs to plan to attend when something is happening to the ambulance service.

PARKS: Saratoga Sandwich Company Catering Bid: Council reviewed the catering bid for Saratoga Sandwich Company to provide sandwiches, salads and cookies to Riverside Party Day in the amount of $1,245.50. There was discussion about the bid and a possible gratuity. Golden moved with Lorenz seconding to approve a payment of $1,300.00-gratuity included. The motion passed. Weiland said Robert Dailey will be able to mow the park lawn, but won't be able to trim. May Stephenson said he will call the high school and see if there is a student looking for summer work.

SEWER: Mayor Stephenson reported council members Helwick, Lorenz and Liam Lorenz took a tour of the sewer lagoon. DEQ personnel and independent contractors examined they system. Stephenson said personnel spent 3 hours going over the system and the contractors will come back with a report.

STREETS: Lorenz said John Anderson will be grading the streets-he is waiting for the weather to cooperate. There was discussion about gravel with Lorenz saying she would like to purchase from Plattoga Aggregates in Saratoga. Helwick moved with Golden seconding to approve the gravel purchase. The motion passed. There is a hole in the bank going to the river access. Lorenz asked Mayor Stephenson if Brad Heibig could fill the hole and clean out some culverts. Stephenson said he would talk to him. Lorenz also said there were four 20 mph street signs needing to be replaced.

SIERRA MADRE JOINT POWERS BOARD: Lee Ann Stephenson reported on the May 2024 meeting.

SHERIFF MONTHLY REPORT: Patrol Report April 2024: Patrol hours were: April 1-7 2024: 4 hours 19 minutes; April 8-14: 3 hours 37 minutes; April 15-21: 2 hours 55 minutes; April 22-28: 6 hours 48 minutes. The patrolling resulted in one warrant arrest and four traffic stops.

MOSQUITO: No report.

90 DAYS DELINQUENT: There were no delinquent accounts.

ZONING/BUILDING: No report.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: The clerk reminded everyone of the municipal candidate filing period-May 16-31, 2024.

CORRESPONDENCE:

Grand Encampment Cowboy Gathering: The council read a letter from gathering secretary Lynda Johnson requesting the town support the 2024 gathering on July 19-21, 2024. Helwick moved with Lorenz seconding to contribute $500.00. The motion passed. This is the same amount as last year.

UNFINISHED BUSINESS:

ORDINANCE # 230 -FY 2024-2025 BUDGET 2ND READING: There were changes to the proposed budget before the 2nd reading. Changes were made to the amount of liability insurance, street maintenance, and wastewater operator salary. Lorenz moved to approve Ordinance 230 on second reading with Helwick seconding. The motion passed.

AMENDMENT ORDINANCE # 229-FY 2023-2024 BUDGET AMENDMENT-2ND READING: Helwick moved with Golden seconding to approve the budget amendment on 2nd reading. The motion passed.

NEW BUSINESS:

SET MIL LEVY-8 MILS: Lorenz moved with Golden seconding to approve setting the mil levy at 8 mils for the 2024-2025 fiscal year. The motion passed.


With no other business being brought before the council, the meeting was adjourned at 7:35 pm.
