The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Councilmembers present were Linda Brown, Lisa Lorenz and Ed Golden. Also in attendance were Shawn Brown, Elliott Deins representing the Saratoga Sun, Adelaide Myers representing Carbon County Library Board, Tim Nicklas representing Grand Encampment Museum, Maura Jacobsen, Zane Jacobsen, Helen Weiland and Riverside Clerk/Treasurer Jana C. Cook.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
MINUTES: April 9,2026 Regular Meeting: Golden moved with Lorenz seconding to approve the minutes of the April 9,2026 regular meeting. The motion passed.
FINANCIAL STATEMENT/BILLS: The council reviewed the April 2026 financial statement and the unpaid bills report. There were no questions or comments. Lorenz moved with Brown seconding to approve the April 2026 financial statement and pay bills in the amount of $14,965.34. The motion passed.
INTRODUCTION OF GUESTS:
Tim Nicklas-Grand Encampment Museum: Mr. Nicklas came before the council to present a "Betsy Ross" flag in celebration of the Semi quincentennial celebration this summer. Flags have been presented to all municipalities in Carbon County and were paid for by Sunrise Sanitation and Carbon County 250 Committee. Mr. Nicklas also presented the town a Proclamation "Celebrating America 250: Journeys to Carbon County". Mayor Stephenson read the proclamation. The council thanked Mr. Nicklals for the flag.
Adelaide Myers-Carbon County Library Board: Ms. Myers said she expected the system to receive approximately $140,000 from county funding down from $170,000 from last year. AT the present time there isn't enough money for any library staff, and it will be up to individual communities to make the decision how many hours libraries will be open. Lorenz asked if there was a budget breakdown for the Encampment library. She said there was a fundraiser last year and it would be helpful to see where those funds were used.
REPORTS:
CCCOG: No report.
SOUTH CENTRAL WY EMSJPB: The clerk presented a copy of the copy of the FY 2026-2027 municipal rates. Riverside with a population of 66 will absorb an increase of $38.00 per person or $627.00 per quarter. Lorenz moved with Brown seconding to approve the increase. The motion passed.
PARKS: 2026 Riverside Party Day: There was no discussion about party day. Discussion centered around creating a job description for the summer park employee and the number of hours to be worked each month. The council all agreed the park looks great. Park employee Robert Dailey gave Brown a list of tree stumps to be removed and the order he would like that to happen. Gonzales Tree Service will be here soon to do that work. Helen Weiland asked permission to buy annuals and perennials for the park entrance. Lorenz moved with Golden seconding to approve an additional $200.00 for perennials. The motion passed.
SEWER: Part time operator: Mayor Stephenson reminded the council Wastewater Operator Dave Cogswell resigned last month. Stephenson said he has begun study to become a certified operator. At the present time, Riverside has three part time operators-two certified and one non. Golden questioned having three part time operators, Mayor Stephenson said there is not enough work for a full-time operator.
Mayor Stephenson also began the discussion about possible systems designed to help with the algae problems. He is recommending two systems be discussed. One is an aeration system and the other uses small windmills. Lorenz said she was in favor of the aeration system and said she was concerned with the windmills when the wind was blowing hard. There was no further discussion on the proposals. The clerk will have information for the June meeting.
Mayor Stephenson brought up the possibility of a sewer rate increase. Lorenz expressed her opposition to a rate hike. Stephenson said he would have numbers for the June 2026 meeting.
STREETS: Lorenz said John Anderson graded streets after the last snow.
SIERRA MADRE JOINT POWERS BOARD: No report.
SHERIFF MONTHLY REPORT-Patrol Report April 2026: The sheriff's department reported 16 hours and 52 minutes of patrol time-3 hours 16 minutes of day shift, 13 hours and 36 minutes on night shift. This resulted in 1 community outreach call; 1 town hall business check; and 5 traffic enforcement stops.
MOSQUITO: The clerk said she received a letter from the Town of Encampment extending an offer of $75.00 per hour with a minimum charge of one hour for fogging. Brown moved with Golden seconding to accept the offer. The motion passed. The clerk said it doesn't look like there will be fogging in Cherokee Meadows this summer-ditch water will have to dry up before there can be fogging.
90 DAYS DELINQUENT: The clerk said there were no delinquent accounts.
ZONING/BUILDING: No report from Zoning Officer Ed Golden.\
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: There were no additions to the agenda.
CORRESPONDENCE: There was no correspondence.
UNFINISHED BUSINESS:
Short term rentals: There was no discussion. Item tabled until the June 2026 meeting.
Carbon County Visitors Council Riverside Representative: No action taken.
Riverside Ordinance # 233 FY f2026-2027 Budget-Second Reading: The clerk said she received budget numbers from the state. Golden moved with Brown seconding to approve Ordinance # 233 on 2nd reading. The motion passed.
Council Vacancy: Mayor Stephenson said on the advice of Carbon County Clerk Lisa Smith, no action will be taken until after the candidate filing period ending May 29, 2026. The new councilmember will then be able to serve until 2028.
NEW BUSINESS:
Set Mil Levy-8 mils: Golden moved with Brown seconding to set the mil levy for the2026-2027 fiscal year at 8 mils. The motion passed.
With no other business being brought before the council, the meeting was adjourned at 7:30 pm.
