March 14, 2024 Regular Meeting

The Riverside Town Council met in regular session at a special time of 3:00 pm at the Riverside Town Hall. Council members present were Lisa Lorenz and Mark Helwick. Mayor Leroy Stephenson presided by telephone. Also present were Helen Weiland and Riverside Clerk/Treasurer Jana C. Cook.

PLEDGE OF ALLEGIANCE: The reciting of the Pledge of Allegiance was dispensed with.

MINUTES: February 15, 2024 Regular Meeting: Lorenz moved with Helwick seconding to approve the minutes of the February 15, 2024 meeting. The motion passed.

FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement and the unpaid bills report. Lorenz moved with Helwick seconding to approve the financial statement and pay bills in the amount of $15,363.57. The motion was passed.

INTRODUCTION OF GUESTS: Mayor Stephenson introduced Helen Weiland.

REPORTS:

CCCOG: The next meeting is March 20, 2024 in Saratoga.

SOUTH CENTRAL WY EMSJPB: Weiland told the council the first responders class is wrapping up. There were 3 people from Encampment enrolled. The board was able to purchase a new vehicle that first responders will use. The vehicle was used in marketing and has all the "bells and whistles".

PARKS: Lorenz asked if the downed tree was still in the park. It is.

SEWER: Mayor Stephenson said the town was in violation with e-coli readings during the last discharge in December. It was discovered the sensors in the lagoon need to be replaced. The bid submitted was from Trojan Technologies in the amount of $5,688.00 plus shipping. Helwick moved with Lorenz seconding to approve the bid. The motion passed.

STREETS: No report.

SIERRA MADRE JOINT POWERS BOARD: No report.

MOSQUITO: The clerk told the council she is completing a grant request to Carbon County Weed and Pest to pay for mosquito control chemicals. Helwick told Weiland how great the pellets worked last summer.

90 DAYS DELINQUENT: There are no delinquent accounts.

ZONING/BUILDING: No report.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: Mayor Stephenson told the council he was contacted by Lenny Layman about computer protection for the town-offered by the Wyoming State IT department. CrowdStrike is a software program that would allow the state to fight off or minimize cyber attacks to Riverside's computer system. There will be no cost for at least two years. Stephenson suggested scheduling Layman to come to a council meeting.

CORRESPONDENCE: There was no correspondence.

UNFINISHED BUSINESS: There was no unfinished business.

NEW BUSINESS:

Change April meeting date to April 18, 2024: Mayor Stephenson requested the meeting date be changed to give him a chance to return for the summer. Lorenz moved with Helwick seconding to approve the meeting date change. The motion passed.


The April meeting will be April 18, 2024 at 6:00 pm. Per Riverside Resolution 2022-6, the meeting time will change to 6:00 pm for the summer months.


With no other business being brought before the council, the meeting was adjourned at 3:20 pm.
