The Riverside Town Council met in regular session at 5:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Lisa Lorenz and Ed Golden. Also present were Lee Ann Stephenson, Josh Woods representing the Saratoga Sun, Yvonne Johnson and Missey Turney representing Carbon County Economic Development Corporation, Helen Weiland, Dean Webb and Riverside Clerk/Treasurer Jana C. Cook.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
MINUTES: February 12, 2026 Regular Meeting: Lorenz moved with Golden seconding to approve the minutes of the February 12,2026 regular meeting. The motion passed.
FINANCIAL STATEMENT/BILLS: Mayor Stephenson had a question about the amount of excess landfill fees. The clerk said she would research. Lorenz moved with Golden seconding to approve the financial statement and pay bills in the amount of $16,485.73. The motion passed.
INTRODUCTION OF GUESTS:
Yvonne Johnson and Missey Turney, Carbon County Economic Development Corp.; Ms. Johnson said she was glad to be at a Riverside council meeting and greeted all the council members. She said CCEDC has undergone restructuring and will now focus on working with the Wyoming Business Council to help existing businesses. Ms. Johnson talked of each community in Carbon County and what development is happening. Mayor Stephenson thanked the ladies for attending the council meeting and said they were welcome any time.
REPORTS:
CCCOG: There is a meeting in Hanna on March 18, 2026. Mayor Stephenson said he is looking for someone to represent Riverside on the board.
SOUTH CENTRNAL WY EMSJPB: No report.
PARKS: 2026 Riverside Party Day: Lorenz said she and Councilmember Brown will talk to Mother Mountain Anglers to ask if they will provide food again.
SEWER: Mayor Stephenson said the Number Two pump relief valve was not working properly, but has been repaired.
STREETS: No report.
SIERRA MADRE JOINT POWERS BOARD: Lee Ann Stephenson said John Priquet has been hired as a water operator. She said Encampment Mayor Shannon Fagan and Sierra Madre Board President Dan Jago will go to Cheyenne on April 6, 2026 to meet with state engineers about the emergency connect with Encampment.
SHERIFF MONTHLY REPORT: Patrol Report February 2026: Sheriff's department report 15 hours and 44 minutes of patrol time. This resulted in 4 traffic stops and 3 VIN checks.
MOSQUITO: Mayor Stephenson told the council Bill Acord received a letter written anonymously to the Wyoming Department of Agriculture expressing concern with mosquito fogging. This may affect the fogging in Cherokee Meadows. No decision has been made.
90 DAYS DELINQUENT: The clerk said there were no delinquent accounts.
ZONING/BUILDING: No report.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: Councilmember Golden expressed concern about watering the highway trees this summer.
CORRESPONDENCE: There was no correspondence.
UNFINISHED BUSINESS:
Short Term Rentals: There was discussion concerning a first draft of the proposed short term rental ordinance. Council decided that RV parks will not be considered short term rentals. During the discussion, Dean Webb voices his opposition to the proposed ordinance. He asked "what the problem was?" Mayor Stephenson answered there is no problem yet, but the town is being proactive. Webb asked where people will stay if there is an ordinance regulating short term rentals. He also asked who is going to enforce the ordinance-it's just another ordinance and more paperwork. Helen Weiland was concerned with the restrictive residential zoning. She asked if long-time residents who might not live here year-round could rent their property when they are gone. No action was taken during the meeting-the discussion will continue.
NEW BUSINESS:
250-Year USA celebration: Mayor Stephenson talked about the 250- year celebration and suggested donating more to the Town of Encampment for fireworks. He suggested giving $1000.00 to the fireworks fund. Golden moved with Lorenz seconding to donate $1,000.00 to the Town of Encampment for the 2026 fireworks celebration. The motion passed. The clerk will have a check ready for approval at the April 9, 2026 meeting.
2026 Christmas Lights: Mayor Stephenson delegated Linda Brown, Lisa Lorenz and Lee Ann Stephenson to head up the project.
Return to 6:00 meeting time-April 9, 2026: Mayor Stephenson reminded everyone meeting time returns to summer hours in April.
Carbon County Visitors Council Riverside Representative: Mayor Stephenson said Mike Tommervik has said he does not want to remain on the council after his term expires at the end of June. The mayor said he would speak to owners of Pit BBQ to see if one of them would be interested in being on the council.
With no other business being brought before the council, the meeting was adjourned at 6:55 pm.
