Regular Meeting

July 14, 2022



The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Ed Golden and Fred Lorenz. Also present were Helen Weiland representing South Central Wyoming EMSJPB, Dana Davis representing the Saratoga Sun and Riverside Clerk/Treasurer Jana C. Cook.


PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.


MINUTES: Golden said he found a mistake in the Riverside Party Day report. The sentence should read “there was a lengthy discussion about how nice the park looks.” Lorenz moved with Golden seconding to approve the minutes of the June 9, 2022 meeting with the correction. The motion passed.


FINANCIAL STATEMENT/BILLS: The council reviewed the financial statement and the unpaid bills report. Golden moved with Lorenz seconding to approve the financial statement and pay bills in the amount of $33,256.09. This amount includes a Specific Purpose Tax requisition request in the amount of $10,031.53. The motion passed.


INTRODUCTION OF GUESTS: Mayor Stephenson introduced Dana Davis and Helen Weiland. Ms. Davis is now the editor of the Saratoga Sun.


REPORTS:

CCCOG: No report.

SOUTH CENTRAL WY EMSJPB: The council reviewed minutes of the April and May 2022 meetings. Weiland said work is continuing on the inside of the addition to the Saratoga building. Golden asked why calls were down in the Encampment area-Weiland said it was because there were no EMTs running out of Encampment. EMTs had to come from Saratoga for an Encampment call.

PARKS: There was council discussion about the work Robert Dailey has done. Weiland said the majority of the maintenance projects are done. New benches for around the fire pit and be backboard for the basketball court are to be ordered.

SEWER: No report.

STREETS: Lorenz asked Mayor Stephenson if the town would have to advertise the sale of the road groomer. Mayor Stephenson said he did not have an answer, but would have one for the August meeting.

SIERRA MADRE JOINT POWERS BOARD: Mayor Stephenson told the council Sierra Madre water system will be shut down the 2nd week in September for one week. Riverside will connect with the Encampment water system during that week.

SPECIFIC PURPOSE TAX: Council approved Requisition #10 in the amount of $10,031.53. There was no other report.

MOSQUITO: No report.

90 DAYS DELINQUENT: No report.

ZONING/BUILDING: Musetti Fence Permit: Golden moved with Lorenz seconding to approve the application from Carl and Pat Musetti. The motion passed.

ACTION ITEMS: There were no action items.


ADDITIONS TO THE AGENDA: The clerk told the council the street signs are fading and need to be sprayed. She said Dennis Cook will do the work for $3.00 per sign plus materials. Golden moved with Lorenz seconding to approve Cook doing the work. The clerk also said Cook offered to sand and spray the front railing for $20.00 per hour. Lorenz moved with Golden seconding to approve the repair. The motion passed.


CORRESPONDENCE:

Wyoming Risk Map Newsletter: The Carbon County flood maps have been delayed because of a technical omission of data in an area with no structures. Revised maps are expected by the end of this summer. Mayor Stephenson said this project has been going on for six years and is still not complete.

Robert Dailey: Mr. Dailey wrote a letter to the council explaining he found 5 rubberized pails that are obviously very old. He suggested the pails be donated to the Grand Encampment Museum so they can be enjoyed by people interested in the local history of Riverside and Encampment. Golden moved with Lorenz seconding to contact the Grand Encampment Museum to donate the pails. The motion passed. Stephenson asked Golden to take the pails to the museum. Golden said he would.


UNFINISHED BUSINESS: There was no unfinished business.


NEW BUSINESS:

Encampment Fireworks 2023: Golden moved with Lorenz seconding to send the Town of Encampment $200.00 for the 2023 fireworks show. The motion passed.

Street Sign Maintenance: See Additions to the agenda.


With no other business being brought before the council, the meeting was adjourned at 6:40 pm.
