The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Councilmembers present were Lisa Lorenz and Ed Golden. Also in attendance were Zane Jacobsen, Helen Weiland and Riverside Clerk/Treasurer Jana C. Cook.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
PUBLIC HEARING-LIQUOR LICENSE RENEWAL:
Barebones, Inc.-DBA Bear Trap
The Pit BBQ, LLC.
Mayor Stephenson opened the public hearing at 6:02 pm and asked for any comments about either of the applicants. There were none. The clerk said neither establishment had requested 24-hour permits.
ADJOURN THE PUBLIC HEARING: Mayor Stephenson adjourned the public hearing at 6:05 pm.
APPROVAL OF RENEWAL OF LIQUOR LICENSE:
Barebones, Inc.-DBA Bear Trap: Lorenz moved with Golden seconding to approve the liquor license renewal for Barebones, Inc. The motion was approved. The license is valid from August 3, 2026-August 3, 2027.
The Pit BBQ, LLC: Lorenz moved with Golden seconding to approve the liquor license renewal for the Pit BBQ, LLC. The motion passed. The license is valid from August3, 2026-August 3, 2027.
MINUTES: MAY 14, 2026 Regular Meeting: Lorenz moved with Golden seconding to approvew the minutes of the May 14, 2026 regular meeting as written. The motion passed.
FINANCIAL STATEMENT/BILLS: Council reviewed the May 2026 financial statement and the unpaid bills report. There was no discussion. Lorenz moved with Golden seconding to approve the financial statement and pay bills in the amount of $16,864.08. The motion passed.
INTRODUCTION OF GUESTS: Mayor Stephenson introduced Zane Jacobsen and Helen Weiland.
REPORTS:
CCCOG: No report.
SOUTH CENTRAL WY EMSJPB: No report.
PARKS: 2026 Riverside Party Day: The clerk reported Councilmember Brown is working on the party flyer. Mayor Stephenson asked if Poudre Valley would need lodging.
SEWER: Lagoon Upgrades, Rate Increase: There was discussion about the two types of upgrades being considered. The first is a Fine Bubble Aeration System with an estimated cost of $29,940.00 plus installation supervision and freight. The second is double bellow windmills. Mayor Stephenson said he would get a bid for the windmill project, but thought it would be under $15,000.00. He will have a bid for the July meeting.
Mayor Stephenson said there will be no sewer rate increase for the next fiscal year.
STREETS: Lorenz said three new street signs have been installed-2nd Street, 5th Street and Carbon Street.
SIERRA MADRE JOINT POWERS BOARD: No report.
SHERIFF MONTHLY REPORT: Patrol Report May 2026: There were 32 hours, 10 minutes of reported patrol time. This resulted in 1 welfare check; 1 protection order;1 accident;1 civil process; 1 VIN inspection; and 6 traffic stops.
MOSQUITO: The clerk said mosquito fogging will begin Sunday evening. Cherokee Meadows will not be fogged.
90 DAYS DELINQUENT: The clerk said there are no delinquent accounts.
ZONING/BUILDING: No report.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: There were no additions to the agenda.
CORRESPONDENCE: There was no correspondence.
Mayor Stephenson called for an EXECUTIVE SESSION: Council went into executive session at 6:42 pm and came out at 6:45 pm, adjourning the session. Mayor Stephenson stated for the record no action was taken during the executive session.
Mayor Stephenson said he would like to make a change to Ordinance # 233 and increase the town clerk salary to $40,000.00 per year. Lorenz moved with Golden seconding to approve the increase. The motion passed.
PUBLIC HEARING: Ordinance # 233 FY 2026-2027 Budget: Mayor Sstephenson called the public hearing to order at 6:50 pm. He discuss the proposed budget and asked for any comments. There were none. The public hearing was adjourned at 6:55 pm.
UNFINISHED BUSINESS: Short Term Rentals: It was decided to call for a workshop to specifically work on the proposal. Mayor Stephenson will set up the time and date.
Carbon County Visitors Council Riverside Representative: No nominee yet.
Riverside Ordinance # 233-FY 2026-2027 Budget Third and Final Reading: There was no further discussion on the proposed budget. Lorenz moved with Golden seconding to approve Ordinance # 233 on third and final reading with the change to the town clerk salary. The motion passed.
Council vacancy: The clerk reported there will be notices in the Saratoga Sun and Carbon County Comet asking for letters of interest. Letters will be accepted until July 1, 2026 at 4:00 pm.
NEW BUSINESS:
Blanket Voucher: Mayor Stephenson explained the reason for the blanket voucher-salaries need to be approved for the year because checks are issued before the next regular council meeting. Golden moved with Lorenz seconding to approve a blanket voucher for fiscal year 2026-2027 not to exceed $74,700.00. The motion passed. There was no discussion.
MOU Discount Drug Program: Mayor Stephenson told the council the MOU is necessary for North Platte Valley Medical Center to enter into a drug discount program-municipalities included are Riverside, Encampment and Saratoga.Lorenz moved with Golden seconding to allow Mayor Stephenson to sign the MOU on behalf of the Town of Riverside. The motion passed.
UPRSWDD ContractFY 2026-2027: Golden moved with Lorenz seconding to allow Mayor Stephenson to sign the contract. The motion passed.
With no other business being brought before the council, the meeting was adjourned at 7 :20 pm.
