January 11, 2024 Regular Meeting

The Riverside Town Council met in regular session at 5:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Ed Golden, Lisa Lorenz and Linda Brown. Also in attendance were Lee Ann Stephenson representing Sierra Madre Joint Powers Board, Helen Weiland representing South Central WY EMSJPB and Riverside Clerk/Treasurer Jana C. Xook

MINUTES: December 14, 2023 Regular Meeting: Lorenz moved with Brown seconding to approve the minutes of the December 14, 2023 meeting as presented. The motion passed.

FINANCIAL STATEMENT/BILLS: The council reviewed the financial statement and the unpaid bills report for December 2023. Brown moved with Lorenz seconding to approve the financial statement and pay bills in the amount of $13,280.06. The motion passed.

INTRODUCTION OF GUESTS: There were no guests present.

REPORTS:

CCCOG: No report.

SOUTH CENTRAL WY EMSJPB: Weiland told the council the third amendment to the joint powers board agreement fixed many of the problems of the old agreement. She said running a 1/2 paid, 1/2 volunteer service is a difficult thing. She encouraged the council to approve Mayor Stephenson signing the amendment. Lorenz moved with Golden seconding to approve the amendment and authorize Mayor Stephenson to sign. The motion passed. Weiland then said he term on the board expires in March. She said she has been on the board since 2009, and would like to step aside. She asked the council members to try and think of someone to represent Riverside.

PARKS: Lee Ann Stephenson told the council there is a tree down at Rick Martin Memorial Park-parallel to the Helwick fence. There was a discuss about the basketball nets. The town will need to replace them in the spring.

SEWER: Mayor Stephenson said Wyoming DEQ-water quality division-has modified the permit requiring 5 e-coli samples to 2 samples during discharge.

STREETS: Golden said he was unhappy with the condition of the streets after the latest snowfall. He questioned money spent in other areas of town, but not using money earmarked for streets. He said snow on the unplowed streets does not look presentable, so keep the roads clean. The clerk said she told Councilmember Lorenz that former councilmember Fred Lorenz usually waited until there was 6 inches of snow on the ground before he would call for a plow. Lorenz said she would call Brad Heibig to clear the streets.

SIERRA MADRE JOINT POWERS BOARD: Reappoint Riverside Representative Dan Jago: The clerk said she has spoken with Mr. Jago and he is willing to serve another term. Golden moved with Lorenz seconding to appoint Dan Jago to a three-year term. The motion passed. Lee Ann Stephenson said the board has adopted new rules and regulations and there will be no rate increase.

SPECIFIC PURPOSE TAX: Waiting on a resolution to sign effectively ending the Specific Purpose Tax.

MOSQUITO: No report,

90 DAYS DELINQUENT: There are no delinquent accounts.

ACTION ITEMS: There were no action items.

CORRESPONDENCE:

Platte Valley Arts Council: The council discussed the arts council. Golden moved with Lorenz seconding to become a business patron for $125.00. The motion passed.

UNFINISHED BUSINESS:

Carbon County Sheriff's Office-possible MOU: Mayor Stephenson proposed contracting with the Sheriff's office for two hours per week in the winter and increasing to 4 hours in the summer. The hours will be at various times during the week and can be adjusted if there is a need. The emphasis will be traffic control at the present time. Brown moved with Lorenz seconding to begin the process of entering into an MOU with the Carbon County Sheriff's department. The motion passed. Mayor Stephenson said he would contact Sheriff Bakken.

NEW BUSINESS:

Financial Disclosures 2024: The council disclosed in writing they have received no pecuniary benefit or have financial interest in BMO, WYOSTAR, or Wyoming Government Investment Fund. This is in accordance to Wyoming Statute 6-5-118(a).

February 2024 Meeting: The clerk requested the February 8, 2024 regular meeting be changed to February 15, 2024. Golden moved with Brown seconding to approve changing the meeting date. The motion passed.


With no other business being brought before the council, the meeting was adjourned at 6:15 pm.
