The Riverside Town Council met in regular session at 5:00 pm with Mayor Leroy Stephenson presiding. Council members present were Linda Brown, Lisa Lorenz and Ed Golden. Also in attendance were Lee Ann Stephenson, Helen Weiland, Josh Woods representing the Saratoga Sun and Riverside Clerk/Treasurer Jana C. Cook.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited by those in attendance.
MINUTES: January 8, 2026 Regular Meeting: Golden moved with Lorenz seconding to approve the minutes of the January 8, 2026 meeting as presented. The motion passed. Golden did say he will be installing the mats at the base of the highway trees. The clerk asked if he would like to change the minutes, he said no.
FINANCIAL STATEMENT/BILLS: Mayor Stephenson had reviewed the financial statement and had questions. He pointed out a double entry in the income report. The direct distribution amount was also entered in the franchise fee line. The clerk corrected the error. There were no other corrections or questions. Lorenz moved with Brown seconding to approve the corrected financial statement and pay bills in the amount of $19,484.34. The motion passed. Mayor Stephenson reported funds are being moved from BMO to Rawlins National Bank.
INTRODUCTION OF GUESTS: Mayor Stephenson introduced Josh Woods, Helen Weiland, and Lee Ann Stephenson.
MAYORIAL APPOINTMENTS: Mayor Stephenson made the following appointments for the upcoming year: Clerk/Treasurer Jana Cook; Riverside Town Attorney, Kylie Waldrop; Building/Zoning Department Head, Ed Golden; Streets Department Head, Lisa Lorenz; Park Department Head, Linda Brown; Sewer Department Head, Leroy Stephenson.
REPORTS:
CCCOG: No report.
PARKS: 2026 Riverside Party Day music; CCSD # 2 Recreation Board Grant: Brown told the council the Poudre Valley Playboys will be coming to the 2026 Riverside Party Day. They will play from 5-8 pm on August 15, 2026. Brown also said there was a broken sign at the river access that Robert Dailey repaired. Dirt Diggers Garden Club will donate a picnic table for the river access. Mayor Stephenson said Anthony Gonzales walked the park and found one cottonwood tree damaged by the windstorms. He said Gonzales will come back with his grinder and grind up the tree stumps. The clerk told the council the Carbon County School District # 2 recreation board grant is due on February 15, 2026. She said she requested $6,000.00 for the park maintenance employee and $2,500.00 for Riverside Party Day. There was no discussion.
SEWER: Mayor Stephenson said the sewer lift station is "working the way it is supposed to".
STREETS: Lorenz said she had nothing to report.
SIERRA MADRE JOINT POWERS BOARD: There was a discussion about the lack of snow this winter and possible water problems this summer. Lee Ann Stephenson said the State Engineer's office issued a priority administration order which requires junior water holders along the system to stop diverting water. This will protect senior water rights.
SHERIFF MONTHLY REPORT: Patrol Report January 2026: 19 hours and 9 minutes of patrol time were reported. This resulted in 5 traffic stops and 1 trespass notice.
MOSQUITO: No report.
90 DAYS DELINQUENT: There are no delinquent accounts.
ZONING/BUILDING: No report.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: There were no additions to the agenda.
CORRESPONDENCE:
Grand Encampment Museum: Council read a letter from President Mark Dunning requesting monetary support in the amount of $750.00. Lorenz moved with Brown seconding to approve the request. The motion passed.
Platte Valley Arts Council: Council received a thank you letter from the council, thanking the council for the Patron Level contribution of $200.00.
UNFINISHED BUSINESS:
Short term rentals: Lorenz brought the council copies of a short-term rental agreement from the Town of Pinedale, Wyoming. There was a spirited discussion between the council about Riverside zoning restrictions and what should be included in a rental agreement for Riverside. Lorenz moved with Brown seconding to begin to write a short-term rental ordinance for Riverside, using some wordage from the Pinedale agreement. The motion passed. Mayor Stephenson asked Lorenz to take the lead on writing the first draft.
NEW BUSINESS: There was no new business. Council appointments were discussed earlier in the meeting.
With no other business being brought before the council, the meeting was adjourned at 6:10 pm.
