December 14, 2023 Regular Meeting

The Riverside Town Council met in regular session at 5:00 pm at the Riverside Town Hall with Mayor Pro Temp Edward Golden presiding. Council members present were Linda Brown, and Lisa Lorenz. Also present were Helen Weiland representing South Central WY EMSJPB, Dean Webb, Sue Webb, Carbon County Sheriff Alex Bakken, and Riverside Clerk/Treasurer Jana C. Cook. Council member Mark Helwick arrived at 5:35 pm.

PLEDGE OF ALLEGIANCE: Golden led those in attendance in the Pledge of Allegiance.

MINUTES: November 9, 2023 Regular Meeting: Lorenz moved with Brown seconding to approve the minutes of the November 9, 2023 regular meeting. The motion passed.

FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement and the December unpaid bills report. Brown moved with Lorenz seconding to approve the financial statement and pay bills in the amount of $14,912.28. The motion passed.

INTRODUCTION OF GUESTS:

Carbon County Sheriff Alex Bakken: Sheriff Bakken came before the council to explain conversations he and Mayor Leroy Stephenson have had. He said the discussions have centered around a possible MOU between the town and the sheriff's department to guarantee a presence in Riverside. The MOU can be whatever the town deems necessary he said. There would be no set schedule, no set hours. Sheriff Bakken said if Riverside enters into an MOU, it would be patterned after the Hanna MOU-with the hourly rate of $83.00. Brown told Sheriff Bakken about the letters concerning the speeding problem being written to state officials. There was a discussion about trucks speeding through town, Dean Webb objected saying "you can say all you want about trucks speeding, but how do you know?" He said get the name of the truck company and a plate number and call the company-the problem can be taken care of quickly. The council thanked Sheriff Bakken for the information.

Dean Webb, Sue Webb: Mr. Webb asked the council "what is going on across the highway?" Webb was concerned with the demolition of the old barn on the highway and what was planned for that piece of property. Golden said everything is still in the planning stage, with no permit applications being submitted. The clerk said no one has come to the town hall to request any applications. Helwick said he would like to have a meeting with the property owners to learn what their plans are. Golden said after the permits were submitted would be the time to ask for a meeting.

REPORTS:

CCCOG: No report.

SOUTH CENTRAL WY EMSJPB: Helen Weiland said the copies of the proposed MOU the clerk distributed were working copies, not the final MOU. She said the joint powers board wanted to have the new MOU approved by the end of the year, but now will have to wait until January. She said the revised joint powers agreement will take care of logistics and will tighten things down. Webb warned the council to "be careful" when approving the agreement because it is an open check for service charges. Weiland disagreed. No action was taken. The council will wait until the final MOU is presented.

PARKS: No report.

STREETS: Lorenz told the council the Harrington fence will be taken down this next week in anticipation of plowing snow. Street sign repais will be postponed until spring.

SIERRA MADRE JOINT POWERS BOARD: No report.

SPECIFIC PURPOSE TAX: No report.

MOSQUITO: No report.

90 DAYS DELINQUENT: There are no delinquent accounts.

ZONING/BUILDING: No report.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: The clerk told the council the town hall computer crashed and it's time to look for a new one.

CORRESPONDENCE:

Bank of Commerce: Council read an application to be designated a depository for the Town of Riverside. No action was taken.

UNFINISHED BUSINESS: There was no unfinished business.

NEW BUSINESS:

Town Hall Holiday Closing-12/27/2023 1/2 Day, 12/28/23 full day: Lorenz moved with Brown seconding to approve the holiday closings. The motion passed. Lorenz asked if there will be a notice on the door and the clerk said there would be.


With no other business being brought before the council, the meeting was adjourned at 6:10 pm.
