August 14, 2025 Regular MeetinG-Draft

The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Linda Brown, Lisa Lorenz and Ed Golden. Also in attendance were Shawn Brown, Lee Ann Stephenson, Helen Weiland, Mike Armstrong and Riverside Clerk/Treasurer Jana C. Cook.

PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.

MINUTES: July 10, 2025 Regular Meeting: Lorenz moved with Brown seconding to approve the minutes of the July 10, 2025 regular meeting as presented. There was no discussion and the motion passed.

FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement and unpaid bills report. There was no discussion about the financial statement. Brown moved with Lorenz seconding to approve the financial statement and pay bills in the amount of $21,996.25 The motion passed.

INTRODUCTION OF GUESTS: Mayor Stephenson introduced Shawn Brown, Helen Weiland, Lee Ann Stephenson and Mike Armstrong.

REPORTS:

CCCOG: No report.

SOUTH CENTRAL WY EMSJPB: The next regular meeting will be Monday August 18, 2025 at the Riverside Town Hall.

PARKS: 2025 Riverside Party Day: There was discussion about the party on Saturday. Brown said the new park tables are in use. Discussion turned to the water hookup in the old bathroon and what to do. What was agreed upon was the need to plug off the water to the old bathroom. Brown moved with Golden seconding to terminate the water in the old bathroom and add a tie in and water hookup to the new bathroom. The motion carried.

SEWER: Imperial Pump Solutions; Gutierrez tie in: Mayor Stephenson explained to the council the necessity of maintenance of the lift station pumps. He asked the council to approve a bid from Imperial Pump Solutions in the amount of $10,253.90 for assembly rebuild. Lorenz moved with Brown seconding to approve the maintenance bid. The motion passed. The council also discussed a sewer application from Manny and Connie Gutierrez requesting approval to tie into the existing sewer line on their property at 400 4th Street. Lorenz moved with Brown seconding to approve the tie in request. The motion passed.

STREETS: Lorenz said she has not installed the new 20 mph signs.

SIERRA MADRE JOINT POWERS BOARD: No report.

SHERIFF MONTHLY REPORT: Patrol report July 2025: Patrol hours reported were 18 hours and 20 minutes-17 hours and 30 minutes on day shift and 1 hour and 10 minutes on night shift. Patrol hours resulted in 8 traffic stops, 1 animal at large call, 1 ambulance call, 1 hit and run accident call and some miscellaneous calls.

MOSQUITO: No report.

90 DAYS DELINQUENT: The clerk was instructed to write a letter to the delinquent account telling them the landfill has been notified of the delinquency.

ZONING/BUILDING: Off The Grid Life Stacey Barkhurst; Manny and Connie Gutierrez; Rocking R Storage:

Off the Grid Life-Stacey Barkhurst: It was determined a building permit was not necessary. The drive through coffee shop will use the alley to the north as a driveway and will have a parking lot near the Trading Post.

Manny & Connie Gutierrez: Mr. and Mrs. Gutierrez submitted a building permit application for a 38 X 60 shop. The proposed building will be 2 stories high. Lorenz expressed concern with the size and height of the building. There was discussion about possibly operating a business out of the shop, but Mayor Stephenson said the council cannot tell anyone what they can and cannot do. Golden said accessory buildings can be no higher than 25 feet. Gutierrez has requested a 28 foot tall building. Lorenz moved with Brown seconding to approve the Gutierrez building permit as long as the building height does not exceed 25 feet. The motion passed.

Rocking R Storage: The clerk told the council she has not heard from Mr. Rauterkus or Mr. Quick. Mayor Stephenson said everything is on hold. There was no action taken on the building permit.

ACTION ITEMS: There were no action items.

ADDITIONS TO THE AGENDA: There were no additions to the agenda.

CORRESPONDENCE:

Adelaide Myers-Friends of the Libraries: Council read an email from Adelaide Myers expressing concern about the lack of funding for libraries in Carbon County. The Embrace the Valley fundraiser is August 29, 2025-donors such as Brush Creek Ranch will match donations until that time. There was discussion from the council about the Friends of the Library donation-the FY 2026 budget included $1,000.00 for Friends of the Library. The first payment of $500.00 was approved in the August 2025 unpaid bills report and the second $500.00 to be paid in January 2026. Brown moved with Golden seconding to approve the second payment now so the $1,000.00 payment can be matched. The motion was approved.


The total amount of approved payments for August 2025 is now $22,496.25.


UNFINISHED BUSINESS:

Telecommunications Tower: There was no action taken.

NEW BUSINESS:

Encampment Patrol Car: Mayor Stephenson said he spoke to Encampment Police Chief Kevin Shue and there is an extra patrol car in Encampment. Stephenson said he has not spoken to any Encampment council member but liked the idea of parking the patrol car somewhere in Riverside. The idea was met with little enthusiasm, but Stephenson said he would talk to Encampment officials.


With no other business being brought before the council, the meeting was adjourned at 7:15 pm.
