The Riverside Town Council met in regular session at 6:00 pm at the Riverside Town Hall with Mayor Leroy Stephenson presiding. Council members present were Lisa Lorenz and Ed Golden. Also present were Lee Ann Stephenson, Helen Weiland, Zane Jacobsen and Riverside Clerk/Treasurer Jana C. Cook.
PLEDGE OF ALLEGIANCE: Mayor Stephenson led those in attendance in the Pledge of Allegiance.
MINUTES: March 12, 2026 Regular Meeting: Lorenz moved with Golden seconding to approve the minutes of the February 12,2026 meeting. The motion passed.
FINANCIAL STATEMENT/BILLS: Council reviewed the financial statement and the unpaid bills report. Lorenz moved with Golden seconding to approve the financial statement and pay bills in the amount of $16,846.66. The motion passed. INTRODUCTION OF GUESTS: Mayor Stephenson introduced Helen Weiland, Lee Ann Stephenson and Zane Jacobsen. REPORTS:
CCCOG: Mayor Stephenson sent a recap of the March meeting to council members.
SOUTH CENTRAL WY EMSJPB: No report.
PARKS: 2026 Riverside Party Day: Lorenz said she and Councilmember Brown will work together on the food for the party. Weiland told the council the wind blew a tree down on the back fence and Joe Lawson provided poles to repair.
SEWER: Mayor Stephenson said discharging has begun-the e coli count is too high. He has found information on two possible solutions-one is Air Diffusion Solutions to provide a compressor that will make more bubbles in the water and the second company to provide windmills for the water. He will report at the next meeting.
STREETS: Lorenz said John Anderson has agreed to grade the streets. She also said the Lorenz family and the Brown family will be installing new street signs.
SIERRA MADRE JOINT POWERS BOARD: Lee Ann Stephenson reported Carbon County Emergency Management Director Lenny Lehman, Shannon Fagan, Dan Jago, Pat Lynch and Michelle Christopher went to Cheyenne to meet with state engineers about the emergency water hookup. The Town of Encampment and the SMJPB will maintain their individual water rights.
SHERIFF MONTHLY REPORT: Patrol Report March 2026: The Carbon County Sheriff's office reported 13 hours and 48 minutes of patrol time. This resulted in 7 traffic stops and 1 ambulance call.
MOSQUITO: The clerk reported she ordered two bags of Vecto-Max.
90 DAYS DELINQUENT: The clerk reported no delinquent accounts.
ZONING/BUILDING: Off the Grid fence; Off the Grid sign: Golden said he walked the property and the fence and sign locations are acceptable to him. Golden moved with Lorenz seconding to approve the fence application. The motion passed. He then moved to approve the sign application. Lorenz seconded the motion. The motion was approved.
ACTION ITEMS: There were no action items.
ADDITIONS TO THE AGENDA: Mayor Stephenson read a resignation letter from Councilman Mark Helwick, citing personal reasons. Lorenz moved with Golden seconding to accept Helwick's resignation with regret. The motion passed.
The council also received copies of the 2025 update of the Discover Carbon County Wyoming 2023 Tourism Master Plan.
CORRESPONDENCE:
Grand Encampment Museum: Council read a thank you letter from the museum, thanking the Town of Riverside for the contribution.
UNFINISHED BUSINESS:
Short term rentals: Council received a working copy of a proposed ordinance written by Lorenz. No action was taken.
Carbon County Visitors Council-Riverside Representative: Golden said he would speak to Jim Reinhold, owner of the Ole Trading Post, to see if he is interested in serving on the council.
NEW BUSINESS:
Riverside Ordinance # 223-FY 2026-2027 Budget First Reading: The clerk said the numbers are preliminary and there will be changes for the second reading. Lorenz moved with Golden seconding to approve Riverside Ordinance # 233 on first reading. The motion passed.
National Service Day Proclamation: Mayor Stephenson read a proclamation declaring April 21, 2026 as National Service Recognition Day.
With no other business being brought before the council, the meeting was adjourned at 6:58 pm.
